How to change the title/time/percentage etc font from a mobi file converted from e-pub, see pic.

That is a function of your reading app (device)

I am not sure what your point is?

There is no TIME, Chapter position... in the book.

The device does that. It may choose a font from the book (or not).
You need to ask the device maker what their app does.

It seems from your photos that you are using the Kindle for Android app on an e-ink Boox device. Your second image shows what I see when I use K4A on an LCD Android tablet.

I suspect that the odd looking header and footer in your first image is caused by something that the Boox is doing to make the text more readable on e-ink.
