Hi all, how can I create a new dictionary for Kobos ?

Yes, I did, but I do know how to install an existing dictionary on my ereader.

My question is about to create a new one for Kobo ereaders... and on google I am finding nothing explaining how to organize all information files to produce the correct html files, nor to produce them in the correct format.

You are looking for software called Penelope. It is mentioned in the first post of the linked thread.
