Does calibre-portable support debug mode?
When I run "calibre-portable calibre-debug -g", calibre starts normally and there no debugging output on the console. Does calibre-portable.exe even support debug mode?

try right click on Preferences: restart in debug mode.
(there is a batch file for Portables normal start that may get in the way of the CLI)
