You're asking about platforms, not publishers.

B&N and Kobo each have their own fixed layout epub, and there's also a spec for Epub3 to support it.

Ok, reason I ask is I have a fixed layout to do for someone. They asked if Kindle and Nooks support this so Kindle is published by Amazon as mentioned Apple I already know supports the format. So if I gave someone a fixed layout epub will they be able to publish the book they Amazon by converting the book to .mobi?

Yes, it does, but it is unlike any of the others. Check the wiki page on Fixed layout ePub for information on which devices support this format and the differences in the various versions of the format. KF8 is really just compiled ePub.
