Environment varibles ignored

Hi!
I just installed calibre on a new pc (win7) and set the CALIBRE_CONFIG_DIRECTORY and CALIBRE_DEVELOP_FROM environment variable to point to a new folder, but for some reason calibre ignores it. Other werid stuff i noticed is that calibre-debug -g does not print out anything for me, it just starts calibre and then returns to the command prompt. still works fine on other pcs. has there be a change to the program recently? my other pcs are running an older exe and just load the new sources...
