I wonder if that is because all the particles moving back to the source will eventually exert enough pull on the rest of the outbound particles to slow and, over time, reverse the expansion.
The question then is what caused them to begin moving backwards to begin with? I would postulate that all the particles are tied to the origin with a finite amount of energy that forces to eventually contract backwards. In a nod to string theory, let's call this rubber-band theory.
