When the display font is small enough for the entire "Page" to render on a single screen :/ It all depends on the Original publication (format) layout. ISBN assignment belongs to a [I]forma[t/I].
With e-book readers, you may be looking through a window to a
portion of the page If referencing a "page" in a particular ISBN, the small numbers are the correct ones to use. They don't change with font size.
