No, you're not confused - the finals do happen every four years - but qualifying takes a couple of years beforehand - so there's not much respite.
And then there are the European Football Championships two years after the World Cup - with more qualifiers for that. Actually, it never stops and there's no respite ever.
(Except maybe for France who might have next summer free
