I would go out on a limb and say it's probably because my dogs aren't the sharpest tacks in the box and think their tails are another animal!
Actually, it's really only my Sheltie (the male) that does it. My Shih-tzus (both females) pretty much just watch him with a look that says, "Would you look at that idiot chasing his tail, pffft" and shaking thier heads.
