No-one should have that inflicted on them for any length of time, it's barbaric!
I like what I hear about Switzerland being strict on what residents can do - although people here tend to disparage the idea as being too overbearing. But I'd prefer having clear guidelines about what is acceptable. If people want to make a racket, they should live with people of similar inclinations, and leave the rest of us alone in quiet neighbourhoods.
