Is there anything stopping you from removing the WiFi network setup on your Kobo? (More => Settings => Wi-Fi connection => Edit Wi-Fi networks)?

That is about the only action you can take. The WiFi/Bluetooth chip is rather simplistic. The latest version of NickelMenu does allow you to disable/enable WiFi and Bluetooth so while I haven't tried this, you should be able to chain turning Bluetooth on and then turning WiFi off.
