Both OverDrive and Kobo use the ISBN to identify books. You have to realize that quite a few changes to a book require a new ISBN. Minor corrections to correct spelling or grammatical errors generally don't require a change. Substantial content changes (foreword, chapter contents, promotional materials being updated for newly published books (for instance an author updating the Also by list) or changes in the title/subtitle will require a new ISBN. One example of this was an ebook I borrowed where the library version had the series name and the titles of the 3 books in the series as part of the title/subtitle while the Kobo edition just had the series name. I had to download the .acsm to download the .epub and then copy the epub to my Kobo ereaders instead of just syncing.
