Apparently it isn't a direct spin-off, however it was made by the people behind The X-Files. Plus, after Millennium got cancelled it got a cross-over episode on The X-Files to give Millennium sort of an ending.

I just had a look at other series I watched during the mid 90s and a lot of them started in 1996. Millennium, but also Profiler, Poltergeist: The Legacy and Psi-Factor: Chronicles of the Paranormal (with Dan Aykroyd as the host). An honorable mention to Buffy The Vampire Slayer, released in 1997. I looked if any were released DVD, they are but only available at extortionate prices. unfortunately. Except Buffy, the box set is readily available, so that's added to my wishlist.
