Followed all the instructions multiple times including the troubleshooting. Reset to factory default a few times during the process. Every time, when I open the store I get the "Updating your Kindle Store experience. This should take less than a minute." message and then it goes right to the traditional Kindle Store. I am not seeing a "Mesquito" or Winterbreak icon anywhere.

Finally got it to work, but I'm not exactly sure how, I did the following steps after reading more comments here and on the Discord:
Factory reset kindle
Select Language and Region
Plug Kindle into PC and copy Winterbreak files
Eject then unplug Kindle
Register kindle, No thanks to "Kid Friendly", No thanks to "Kindle Unlimited"
Turn on airplane mode and plug kindle into computer
Delete folder .active_context_sandbox
Eject & unplug Kindle
Reboot kindle
Turn off airplane mode
Download book from library & Download free book from Amazon Prime Reading.
Go to the kindle store with the Wifi connected and browse around for 10 minutes
Exit the store & let Kindle sleep for 10-15 minutes. (Kindle restarted on it's own after being asleep for a few minutes.)
Plug kindle into computer to check if it is done generating the folder with its files, check the folder .active_content_sandbox > store > resource > cachedresources. (At this point there was still no file called "secondary store" or "index" but "localstorage" was there.)
Eject then unplug kindle
Turn on airplane mode
Plug kindle into computer
Copy the "index" file from Winterbreak AND delete localstorage directory
Eject then unplug kindle & reboot
Open Kindle Store, turn off Airplane mode.
At this point it still did not show up, but then I said screw it and decided to check one last time. I just plugged the kindle into my computer and went to delete the localstorage and I saw that it wasn't there but the "secondarystore" file WAS there. I just copied the "index" file over again, disconnected, rebooted and went to the store and the Mesquito icon was finally there...
