You have to rename OTA binaries first, explained in the site.

In https://kindlemodding.org/jailbreaki...g-up-a-hotfix/ you have the whole process step by step. Follow it.

Follow these steps to update the Hotfix:

Activate airplane mode
Enable OTA update (KUAL -> Rename OTA binaries -> Restore)
Follow the Hotfix installation instructions above
Disable OTA update (KUAL -> Rename OTA binaries -> Rename)
