Disclosure: I don't use it, I loathed Program Manager, and the only launch shortcut on my desktop is the Recycle bin… because I've never found a non-kludgey way of parking it on the taskbar.

At one point I wrote my own "lean and mean" Program Manager.
Thanks for the link but I jumped the Windows ship a long time ago. Linux all the way. No DM just icewm and the frequently used programs on the task bar.

As to the rest, I didn't expect so much support. I was preparing to put my asbestos thermal on.
