OTOH, I've read articles saying that HR (Human Resources) keeps this sort of "naughty" list. I guess a company can do what they want, but honestly, the very sound of it--"PERMANENT RECORD"--has echoes of 1984 meets Soviet Russia.

I always though "permanent record" was a term used in grade school to scare students, where it just referred to whatever sort of file the school kept on students. Then it got exaggerated and carried over to post-school life, as an urban legend.
