There are several ways to download the annotation, I think number 1 and 4 will suit your expectation:

1. Change the Kobo Configuration files as you've done.

First, install nickelmenu (link:https://pgaskin.net/NickelMenu/#about)
Attached is the annotation code in NM config file and compilation of NM shortcut and code.
Second, download notes-20230804.zip, extract it, and put the folder notes under .adds folder.
You will find the shortcut to execute it in Nickelmenu.

3. You can use annotation plugin in Calibre (https://www.mobileread.com/forums/sh....php?p=2853161)

4. You can use Kobo utilities in Calibre to copy annotation in selected book as mention by @Quoth
