Did you re-edit the file to change the QuickTourWidgetShown=false back to QuickTourWidgetShown=true? True says that you have seen the Quick Tour widget and tapped through it, false says that you have not.

And once again, pretty much everything in the .conf file is CaSe SeNsItIvE.
