To log into Kindle for PC 1.17, delete registry key HKEY_CURRENT_USER\SOFTWARE\Amazon\Kindle

Be sure to block unwanted updates. See bottom of 1st post here.

But no you don't have to have Kindle for PC installed to use the download & transfer method.
