In my cases:

Unposted speed limit -- Posted, 25mph in both recent cases.

bushes, blind intersections, snow covered streets -- certainly, posted speed limits are maximums when conditions permit, but nothing like that in my cases.

dashing children -- always watching for kids, ball, bikes, etc, of course but in the one recent case when a child was even remotely in the area, the parent should have been watching the child, not pretending to be a traffic cop yelling at slowly moving cars.
