Solution is to do a Reset, so the local catalog gets rebuilt from scratch. I have verified on 3 of my Kindles. I had at least 4 (out of 3200+) with the issue, and probably a number of other ones which I had yet to stumble over. It fixed those 4 and presumably all of these others as well.
You can also open the book by finding it in Kindle Store and clicking Read Now button but that gets old very fast.
