Another possibility is where you are. From memory, China blocks access to the Kobo site. And it is fairly common for businesses to block non-work sites.
It's now working. My Kobo mini is now revived, to your guidance @Davidfor

BTW, I am not sure if I am the only one confused about how to upgrade the firmware. I was unable to locate any guide on how to do it. The links attached are all about 'how to patch.'

So I'll share my own mistake so that others might find it useful.

I pulled the firmware from here link for firmware 3.19.5761

Then followed this link "Instructions for patching".

Quoting the instructions:

Yes, but how to upgrade? I got lost here. Didn't find a guide on how to upgrade, only a guide on 'how to patch.'

I tried three times following the patch but it did not work for me. Of course, because I was reading the 'How to Patch' guide, not how to upgrade.

Anyway, I went straight to step #5 (on the link above) --- Copy the firmware - Koboroot.tgz to the .kobo directory of the Kobo Mini.

...and the Kobo Mini is now revived

Hope my mistake can be a lesson for newbies like me.
