The setup, whether via the desktop application or WiFi will be accessing the Kobo site for download. Through WiFi, this error is expected after a factory reset. Kobo had to remove older protocols from their servers as they are no longer considered to be secure. This happened about two years ago. The factory reset firmware uses the older protocols and cannot connect to the site. You can manually install firmware version 3.19.5761 or later and the setup over WiFi should work. The links for the firmware are at https://wiki.mobileread.com/wiki/Kobo_Firmware_Releases. The last officially supported firmware for the Mini version 3.19.5761. But, the more recent firmware will work.

The Kobo desktop application should work. Kobo still supports the Mini with this for setup after a factory reset. But, have you updated it? If it is old enough, it could be hitting the same problem as the device. It should update itself, but, that might fail for an old enough version.

Another possibility is where you are. From memory, China blocks access to the Kobo site. And it is fairly common for businesses to block non-work sites.
