I suspect because it's three distinct generations of firmware, the most recent available on a DXG, KK3 and PW3.
Also many collections have no Amazon bought books.

NONE of my physical Kindle ebooks are Cloud loaded, because that illegally adds DRM to DRM free titles and also means that they can't be backed up. ALL are downloaded to PC first.

Amazon is assuming:
1) You ONLY use their Cloud.
2) You ONLY buy their books.
3) You ultimately manage your library on your web site.

I manage my library with Calibre and I backup. Vendors clouds can't be trusted.

So, Collections USED to work sensibly on Kindles and work without the Cloud and for ANY eBooks. Now they don't. It's broken.
