For sure, yes. It was the change to Python 3.5 that made SP1 a requirement on Windows 7 for Sigil. Well technically it was the 2015 VC++ runtime that Python 3.5 required which made SP1 the minimum required (and also ended Sigil support on Windows XP).
I remember because I had to manually bump it up to SP1 after an issue where Sigil installed fine without SP1, but the required VC++ runtime couldn't be successfully installed afterward. No runtime, no python. No python, no Sigil.
