As @Elektron said, the Glo firmware should work on your Mini with absolutely no problem.
No, developers mode is in all firmware version. But, there was no Developer options page until somewhere in the 4.x firmware.

@sadowski: There is no response to using "devmodeon". You type it in and the firmware acts on it without anything else. It will turn on logging, telnet and other things (which is shorthand for "I don't remember what else). If you connect the device to the PC, you will see syslog files in the .kobo directory.
