That does not follow. I've changed my amazon.ca password 3 or 4 times since I registered that used Kindle and I have no issues with download and transfer via USB though that Kindle has only been turned on once or twice in that time. If I was downloading over WiFi, that would be a different situation.

The download and transfer via USB DRM is tied to the serial number of the Kindle. If that is correct on Amazon, it doesn't care what your password is since the Kindle is not talking directly to Amazon.

That is why I suggested you might want to talk to Amazon to make sure that your Kindle is actually still registered to your account and nothing on their end has glitched.
