Either use the Kobo desktop application, or manually install firmware 3.19.x or later. This is due to Kobo needing to remove older security protocols from their servers. The older devices cannot connect after a factory reset as the firmware does not support the newer protocols. The Kobo desktop still supports the devices. Or, doing a manual install of newer firmware before doing the setup works. I know 3.19.x has the support, and is what Kobo supports on the Mini.
