I have definitely seen it in Windows 10. But, I suspect it will be timing/status related. If you pull the plug while something is actually accessing the device, it will probably show it. But, if it has been idle for a while and all caches have been flushed, it might not show it. And it probably depends on the settings you showed before.
I might test one of my devices later.
