Microsoft then suggested Track your device and performance health in Windows Security
Which I did and it said No Problems
Microsoft then suggested Fresh Start which took an hour and removed all my own files of my pc
No problem as they are all backed up
But then a message came up that there were no changes as it could not do anything.

So I am sticking with my old slow pc now.
once that happens, ( assuming the new PC is hardware compatible for W10) all you can do is a fresh clean install - which should work
