What does this mean? Honestly, I have no idea what you mean by these actions. I know what a "factory reset" is and how to do them in different ways on all my devices. But, I have no idea what the difference between "soft" and "hard" would be.
Well, I can think of a difference, but, as it something that was added in the 4.15.x firmware release, I don't think that is what you are talking about. Except by accident.

Did the device respond when not connected to the PC after the factory reset and before any setup was done? i.e. Could you chose how to do the setup without the USB connected? If it didn't respond, then it is probably a hardware problem.
If it did respond, then maybe it is software. In that case, I would suggest doing the setup using the PC and Kobo desktop application, but, before ejecting the device, remove the firmware update files and testing with the factory firmware. The files to remove are in the ".kobo" directory. The are the files "KoboRoot.tgz" and "manifest.md5sum" and the directory "upgrade".
