I've bought certified refurbs since at least 2012, it's not a new thing. We bought a little basic Kindle in 2012 that carried the Certified Refurbished title. I just checked my orders.
Both older large Fire tablets were certified with full 12 month warranties. The oldest one is the 2012 HD 8.9" released in 2012, bought certified refurbished in 2014.
