On my Android phone I just select file transfer in the notification area, and with my old Boyue it just happened automatically.

If you think its your cable not being okay (possible) then get he pallite one from monoprice don't bother with bestbuy overpriced stuff if your in the states.
https://www.monoprice.com/product?p_id=14925 the 2.0 will be fine to at least test it for cheap. I'v never had an issue with mine. EDIT: Windows should be able to see that device as MTP is standard that it is native. You should only need the drivers to do things like ADB but that should work as well.
