I don't remember the precise details, but this has something to do with the way Onyx devices identify themselves to the Play Store, rather than the version of Android on the device.
When I had the N96, I had much better luck downloading apks to my desktop using Racoon (
http://raccoon.onyxbits.de/) or from apkmirror.com (especially where I needed an older version, for example for Dropbox), copying them onto the reader, and then installing them.
If you don't mind rooting, some variant of the approach suggested by Booxtor in 2014 might still work, although I haven't tried it myself:
