No, if you want to read books borrowed using Overdrive on the other devices, you need to use a KA1 to connect your OD account with your Kobo account.
And yes it was a marketing ploy. A common one made when releasing a new product. What we don't know is whether Kobo will extend the full OD function to the other devices. I'll be surprised if they don't extend it to some of the other devices, but I won't be to surprised if they don't extend it to all of them. And by that I mean I would expect the H2O to get it, but not the Mini. And probably not the Touch or Glo.
