Since the oven and the heater use about the same power, bake more. Multitask the utilities.
Oh I understand stupid installs. How about the thermostat right over a vent? That will screw up a bill too.

I am running out of ideas to help with your bills. If your doors are drafty at the bottom, you can attempt to roll a towel and use it as a draft stopper.
I said attempt because if your cat is anything like my dog, she would just turn it into a new bed.
I would say stuff old pillows around the window but that was to keep the summer heat out of a room. Temporarily duct tape the paneling where a draft was coming in. (Ok so I think that is now a permanent solution.)

Cover the air conditioner with something to keep breezes from blowing through it.
If it is a sunny day, open the curtains to let the sun shine in.

Still thinking.
I thought of a couple more but they are extreme and probably wouldn't work for you.
The first was find a sugar daddy to buy you clothes and take you to a motel. (Oh wait, that was for a bathtub not heat.) The second was start figuring out a way to move south before next winter.

Like I said those are the extremes.
