The point being that the envelope couldn't possibly be fixed to look like it had never been opened. So I guess in this case it's impossible to be careful if Best Buy has been given a supply of empty, unused envelopes by Amazon in order to assist in the deception. This sounds improbable, but from what you're saying, it must be what they're doing.

Does the packaging have specific information (ie Serial # of the unit) that's contained? If not, I think that you might be on the right track about Best Buy having extra packaging from Amazon. I think it would be highly likely that Amazon would supply extra packaging--not necessarily to aid BB in deceiving customers by re-selling refurbished units as new, but to replace packaging that's been damaged on store displays or in transit. If this is the case, Best Buy could certainly have used this packaging to re-sell a returned Fire in.
