I sampled some holds and the numbers I am seeing are more rational:

Your holds position: #7 on 2 copies
There are (at most) 5 people ahead of you in line.

Your holds position: #3 on 4 copies

It appears that the "There are (at most)..." is just the total holds divided by the number of copies without taking your position into account.
