I'm on a Nexus 7 and I don't have a Recommendation setting in the general library settings. Not that I can find anyway. Newer version?

Also: the ads the OP is describing don't sound like the same thing that the techcrunch article is describing. Could all be tied together, I suppose, but a new "Discover" section in the application doesn't sound like inbook ads to me.
