Which is what matters. Cancelling ambient noise is a different task than accurate playback of material, and you want noise cancelling to let through what you need to hear while suppressing other sound.
One of the folks on the list was just looking for advice because she works in a facility where they sometimes test gear, and really low frequency tones will trigger a migraine. There's a limit to what noise cancelling headphones can do, because your whole body is a receiver for them. What she really needs is warning the tests will occur so she can be elsewhere for a bit.
