You can download music from the Microsoft store using the
Groove Music (formerly known as
Xbox Music) app on Windows 8 and 10, but there are also apps for Windows Phone, Android, and iOS.

The Android app downloads the MP3 files to
/sdcard/Music/XboxMusic. If you need a file manager, I like
Total Commander (from the same guy that does the Windows shareware file manager). Check out the plugins to add things like access to LAN shares, etc.

On my Lumia 520 (WinPhone 8.1), the app is still called
Xbox Music. It downloads the MP3 files to
Music/Xbox Music/Purchases on my SD card (In Settings-Storage Sense, I have it set to store media files on the SD card.) If you need a file manager, there's a Total Commander for Windows Phone.
