Don't know if it's related, but I had a recent experience where Kobo gave me a few codes and I found that only one of the codes could be used on an individual account. That is, when I tried to use the 2nd code, it didn't work on my account but it worked on a friend's account. That friend then had the same experience, i.e. they couldn't use the 3rd code. So might be worth trying your codes on a different account.

BTW - I did raise this issue with Kobo customer service, but the codes would work for them and they weren't able to identify the problem.
