Maverynthia - my limited understanding of News is that it screen scrapes the HTML from the web pages (sourced perhaps via RSS notify messages) and converts that to EPUB.
I understood your post as saying you want something that finds links to downloadable files. In part at least that's what I understand the Store plugins do. Although I think they are all driven by a Search, whereas you want one that's driven by an RSS feed. Some of the Store PIs use public domain sources - i.e. free.
If the text as displayed on the site pages :
example - is complete i.e. its not just an extract from a larger work, then screen scraping via News may well be a better alternative.
