Well you definitely have a bug with your quiet hours being on by default
but I'm not so sure MS meant to have settings for it - probably thought people can just enable/disable it as and when needed via the toggle, which does make sense for things like meetings.
I just switch the lappy off before I go to bed so that's my quiet hours sorted anyway
