On the Chapters site, it reads: "Kobo eReaders must be returned to one of our Chapters, Indigo or Coles stores." Last I heard, someone who wanted to return a device from the U.S. was told to find someone in Canada who could walk it into a store for them.
The Kobo site doesn't have a clear policy on returns anywhere on their site, though I gather if you purchase a defective device from another vendor (e.g., Chapters or an indie bookstore), they may exchange it?
The indie bookstores I contacted either never responded or responded that they do not accept returns on Kobo readers at all.
I'm not trying to be snarky or troll-ish. I am very tempted by Kobo devices. I've even put them in an online shopping cart several times. But I always stop short of clicking the "buy" button when I think about the return process if I am one of the unlucky few who happen to get a bad screen (not common, I know, but it happens).

Someone asked this question of Chapters when ordering a H2O from the US and posted the response from CS in that thread. I believe Chapters agreed to allow returns by mail, but I don't remember their exact wording.
