Spoke to Kobo Customer Service. They said there was "something wrong" with the file and processed a refund.
The book was a Smashwords book. My experience has been that Kobo is much,
much slower than any other retailer in getting Smashwords releases up -- and I've never had a problem with downloading them from anyone but Kobo.
It's not a problem -- I was buying the book on a whim -- it's just the continuing frustration of ordering a book and never really knowing if I'm going to get it.
