For me, it depends on the type of PDF. If it's single-page content, it's just fine on the Nexus 7 (2nd gen), which does have a very nice size for reading. Multi-column, or graphics rich, PDFs are a pain, though, since there's not enough screen estate.
I just picked up an iPad Air 2 (I had used an iPad 2 previously) and the display size, format, and processing speed are superb for PDFs of any kind. I imagine the Nexus 9 would be a solid choice here, too.
I still use the 7" tablet for regular epub books.
