That is, the publisher hadn't provided Kobo the book data, the contents of the book. However I got charged for it and so Had to go through the refund process.

Thats what I was concerned about. I know I could ask for a refund but its a hassle and takes days, in my experience, so I avoid the need to ask for a refund if possible
The book isnt much dearer at Amazon, I'll just buy it there.
