I don't mind if Kobo decides not to honor a prebuy at a price listed in error (although a lot of businesses would suck it up). But what I do think is a really skeevy practice is claiming non-existent credit card issues. The truth plus an apology is what's called for.

This kerfuffle tends to support the notion that Kobo is moving toward tightening up on sales and discounts.
